Civilian purchase a new vehicle before returning CONUS

Has anyone or know of anyone that was a GS Civilian and purchased a vehicle before returning to US. I've heard that even though they will give us 10% discount, we will still have to pay a large tax amount when we return CONUS and register the vehicle the first time. Anyone have any experience or know of someone? Is there certain percentage? Is there a loop hole around it? I understand each state is different etc...

I have a friend who bought a car and took it to GA.  Had to pay tax on the car, but no more than if he had purchased it in GA.  If you have the car for more than a few years, a lot of states will not collect the tax.  You have to check each state, as there are too many rules to be able to answer for every state.  Good luck.
