Cannot withdrawal from ATM despite active card

Okay, so I recently got here and have opened up a Capital one 360 account and just recently a kreissparkasse account. On friday and saturday I withdrew my maximum amount from cap one (unfortunately only $1000/day) and deposited into KSK in ramstein. I have to do this about 4 more times to get enough for my security deposit and first months rent. I got a call from cap one yesterday to confirm the withdrawals and they took my card off of the fraud hold. Which they didn't even contact me about when they did it.

Today I again tried to w/d but from KSK in k-town, tried 3 atms at the branch and got a message saying it couldn't be done at that time. I then called cap one and they said the vendor put a hold on atm transactions b/c of possible id theft or fraud in the area, but my card was fine. i should be able to go a few blocks away and try again no problem or to the original bank in ramstein. tried again at stadtssparkasse and db. same thing. then tried another KSK in a diff town and finally the one back in ramstein. all no go. tried only 50 euro, no go. called them back up and they said they can't do anything and that it was the vendor they use that put that hold and they don't know how long or anything.

Is this normal? Is this (hopefully) a sunday thing?

I need to also get a hooptie b/c my car won't get here for whoever knows how long and i'll need another 2k to w/d. So i'm looking at 6 more days of going to the atm...

I had the same issues with Capital One. Once I called them and explained the situation, they flagged my account so it didn't happen again.

joftaa, thanks. i have seen that and already emailed Robert for the info. The problem is that that won't help me for at least almost 2 weeks until I get paid and I also want to make sure I have my debit card before I even start doing that, otherwise I'm limited to only using the teller. And you know their hours are only until 1600 for the most part. Roberts method is fine once you're up and running to pay your rent, but doesn't help newbies like me in the first month or so. Even if I did my entire paycheck, that would only get me the security deposit.

Oh also, something is up with my mypay right now. I can't change my direct deposit or set up an allotment. I just get:

That is normally the case with ATM. When I had a similar issue using my ATM card (both a Capital One and another bank), it was the local German system causing the trouble. There is absolutely nothing that Capital One, or any other bank can do when the problem is on the local side. I was using my card at Kreissparkasse in Krickenbach and two cards, from two different banks, would not work. Very inconvenient. I don't know what was done, but after I brought this to the attention to the teller in the bank, he made a few phone calls and a few hours later I could get money again.

This is why I suggested that when making the trip to Germany, that people make sure they have a lot of money handy. I don't know the reason, but PCSing to Germany seems like a bigger hassle than anywhere else from the stories I have heard.

I hope things get easier for you. Perhaps call Capital One, again, and even though the problem is not theirs, ask to speak to a supervisor who may have more access to your account. They may be able to suggest something you can do on the German side.

Understand that you tried 50 Euro, but the Sparkasse has a 500 Euro limit. When I used to get my Euro this way I used a Volksbank because the limit was 1000 Euro which was more than my 1000 USD limit.

VoBa Glan-Münchweiler and Deutsche Bank are 2000€ limits. Makes it even nicer.

So after 13+ atm attemps, looks like i'm SOL w/ cap one. I can't take any cash out whatsoever. All they do is tell me the hold is not there on my card, nor is it mastercard. They just tell me it's a system issue and they can't do anything about it. So I now cannot take any money out.

They recommended I do a cash advance, which kreissparkasse won't do and then tell me to try other banks maybe. You know, the ones i'm not a member of and will get charged if they even do it. Then they say maybe transfer back to bank of america and use them to take out even though the reason i switched to cap one was b/c no fees. why would i want to get charged $5 plus 3% of the amount...

Looks like the other bank option is charles schwab then?

I meant that you tried 50 Euro and since it did not work it must not be a limit issue.

Can you pulls Euro or USD on post? Just as a test?

okay yeah that was my intention to test.

haven't tried to take out on post, not trying to pay the atm fees and lose even more money on the exchange rate.

I wonder if it would just be cheaper to do western union...

bank of america will charge $45 or $35 depending on USD transfer or euro transfer, but also the exchange rate they're using is 1 euro = 1.41 usd!! that's insane, the rate is currently only 1.338. that's an extra $252! ugh

The reason you can't set up the allotment in mypay is mypay hasn't yet gone live with this for German banks. I spoke to the rep (Elaine Jeanpierre-Bailey) last week and I recommend you do the same. Go to the source.

okay, well of course my pay (not mypay) is completely screwed up and there's a good chance i won't get paid next week.

but anyways, the next question i have is this, has anyone had issues opening a charles schwab checking account after being overseas?

i applied and they flagged my app b/c my german IP address. I'm staying on ramstein inn on post. They won't open the account unless i physically go into a branch, which is only stateside...

they tell me to open an international acct, but i can't do that b/c i don't have a german address yet...
