Get Your Blue SOFA Card

If you are looking for information on which passport to use while traveling, look here.

If all you have is a travel passport, then you should get a blue SOFA card to carry with you when traveling.

If you have an official passport as well as your travel passport, but don't want to carry it around just to have your SOFA stamp handy, get yourself a blue SOFA card and carry that with your travel passport.

In order to get the blue SOFA card, you need to have the following:


  • A copy of your orders
  • A filled out AA Form 600-77A (Request for Issuance of Status of Forces Agreement (SOFA) Identification) - This is a controlled form. Cannot be downloaded.
  • A passport for each person who is to receive the blue SOFA card
  • Your ID card

I was told that the best time to go (Kleber) is at 14:30 because it is less crowded. When I went, there were only 20 people in front of me, but the wait was three hours. Fortunately, before I waited for more than a few minutes it dawned on me that my official passport should suffice, so I asked the person who issues the SOFA cards and she confirmed my thought that a SOFA card was not needed since I had the SOFA stamp in my passport. I am glad I did not wait for three hours to find this out.

No. Again, passport color doesn't matter. The TYPE of passport is what matters. No fee (official) passports are not for traveling. Period.

I apologize for asking this if it has already been asked and answered, but my situation is a bit complicated.

I am an Army Reservist, married to an Active Duty soldier who has orders to Germany. We have been married over a year and my unit still has not updated my married name with HRC, so in DEERS and Tricare I am under my maiden name, because they cannot change it until my unit changes it. However, all my civilian documents, including my civilian passport is in my married name. I was told by the office that issues no-fee government passports that they will not be able to issue me one until my unit changes my name, because I cannot have two different passports in two different names. This makes sense to me, however, I am extremely concerned because my husband hasn't even had his levy brief yet and we are supposed to report in approximately 80 days. This does not give me a whole lot of time to unscrew this mess.

Will I be able to travel on the Patriot Express with my civilian passport, as others have said they have done, and just get the blue SOFA stamp when we arrive in Germany?

Whew! Thanks for giving me a direction to go in! I still have not figured out how to call Germany so I used the link you posted to get the BWI Pax Terminal phone number and spoke to a VERY friendly and helpful woman there. Here's the skinny,

If your name has changed, whether it be like my situation, or whether it be the maiden name on the passport and the married name on the ID card, and you don't have a no fee passport, you can fly on your civilian passport with "court issued proof of name change." This would be a marriage certificate or a proof of name change document. She did not say Social Security card though, so I would not rely on that. So civilian passport and proof of name change will get you over to Ramstein if you don't have a no-fee passport.

I have a question about the SOFA Stamp. I'm a GS civilian who has an active red official passport from a previous deployment. Is this the same as the no fee passport, if not do I have to get a no-fee passport or will the red one suffice? Also if I have to get a SOFA stamp for the red one where and how do I get the SOFA stamp or visa. Do I get it when I get to my new posting in Germany, or do I get it in the States before I leave?

The red (burgandy) passport is the official passport. It is also called the no-fee passport. It has your SOFA stamp in it.

Look in your official (no-fee) passport. One of the pages has the SOFA stamp.

I got the passport for a deployment to

Afghanistan and I do not remember seeing any type of SOFA stamp, or any stamp at all. I'll double check it tonight. As far as the user name goes thanks, the only thing that I am bummed about the move to Germany is having to stay up so late/wake up early to see my Tigers play on Saturday nights.

There won't be any SOFA stamp/card because you were deployed to Afghanistan. NATO countries require it, and your servicing passport office in Germany can fix you up. Highly recommend you obtain a regular tourist passport, however.

Good to know. I do have a question, though. I may be way off base, so please educate me. If someone is deployed to Afghanistan, doesn't that person have to go through a NATO country to get there? In other words, wouldn't someone live in a place like Germany, Italy, etc., and then be deployed? If so, why would that person not have an official passport with a SOFA stamp? Thanks.

NATO SOFA cards will only be issued if the person is permanently stationed in a NATO country. Passing through in transit doesn't count. A lot of those folks were only on the ground here for a matter of hours anyway.

Plus I did not transit thought Europe, I flew from the States to Qatar then onward. I am going to the passport office tomorrow to get the no fee passports for my dependents I will bring my official with me and see if they can help me get my SOFA stamp.
