SUBJECT: (U) Protest: Mainz, Germany, Saturday, 28 May 2011, 1215-1430 hours

SITUATION: On 28 May 2011, at 1215 hours, numerous organizations will be protesting in Mainz against Nuclear Power. A total of 5000 to 8000 protesters are expected to be present. The protesters will march in different groups from Bahnhof Mainz-Kastel, Bismarckplatz, Uni-Campus (Haus Mainusch) and Bahnhof Mainz Roman Theater to the Hauptbahnhof. At 1300
hours, all protesters will march together across Münsterplatz and Schillerplatz to the Gutenbergplatz. At 1430 hours there will be a final manifestation at the Gutenbergplatz. The Motto of the demonstration will be The End of Nuclear Power. A low level of violence is possible.

DATE/TIME: Saturday, 28 May, 2011, 1215-1430 hours

LOCATION: See protest march route as described above in Mainz.

SIZE: Approximately 5000-8000 protestors are expected to participate.

VIOLENCE: A low level of violence is possible. HN police can be expected to monitor the event.

U.S. citizens should avoid mass gatherings and demonstrations. It is recommended to stay informed with media coverage of local events and be
aware of your surroundings at all times. You may encounter other unannounced unplanned demonstrations, marches or events, please avoid them. Maintain awareness/vigilance. It is important to immediately report any and all suspicious activity or threatening behavior encountered using your service's/area's reporting program(s) such as EAGLE EYES or through your
local host nation police agency.

EASY TO FOLLOW INDIVIDUAL SELF PROTECTION MEASURES:

1. Be aware of your surroundings.

2. Avoid planned gatherings or demonstrations. Maintain awareness of your surroundings so you will recognize conditions which may lead to a spontaneous demonstration.

3. If you happen to come upon a demonstration, remain calm and disengage from the situation. Avoid speaking loudly, walk in opposite direction of protestors. If confronted, seek shelter in a shop or doorway until safe to depart area.

4. Try to be inconspicuous. Do not draw attention to yourself.

5. Travel in small groups (never alone) and vary movements.

6. Always let someone know where you're going and when you expect to return.

7. Stay away from high risk areas.

8. Know emergency numbers and potential safe areas.

9. Carry a cell phone if possible.

10. Keep vehicle in good working order and fuel tank full.
